Chambersburg, Pa., has long had a Nativity scene at the town’s Memorial Fountain under a legal doctrine that allows public religious displays as long as every religion’s display is welcomed. In response, the town changed its policy to keep the sign out. “The down side of ‘everything’ is it means everything,” lamented Bill McLaughlin, president of the borough’s council, and now no decorations will be allowed.
