Bag of Joy, Mishandled

Someone found a canvas suitcase next to a trash bin in Toledo, Ohio. Inside were six puppies, and the mother was standing next to the bag. Passers-by let the puppies out and called the Dog Warden about the abandoned animals. Howard Davis was cited at his home nearby, where officers found he was trying to move out; he was charged with abandonment and faces up to six months in jail or a $1,000 fine. How did they connect the dogs to Davis? The suitcase had a luggage tag on it, with Davis’s name and address. (MS/Toledo Blade) ...At least in jail he’ll be properly tagged.
