Carney Knowledge

Lt. Chris Carney, the public information officer for the Bend, Ore., police department, has been investigated several times for allegedly making sexual advances on women — or having sex with them — on duty. The investigations were closed or allegations dropped until the most recent one found that the allegations are true, the department says. “The sexual activity occurred while Chris Carney was both on and off duty, in uniform, in professional attire and in street or workout clothing, within the Bend Police Department in a restroom, in his office ... and in a storage area,” the formal report says. Other liaisons occurred “in the East substation, and on secluded public streets ... in his marked police vehicle.” The women include three city employees, and an unnamed member of the news media, who “calls him ‘a lot’ for stories.” Also, the report notes, “He has talked to her about him running for political office.” The city employees involved were not disciplined, but Carney, a 21-year department veteran, resigned before he could be fired.
