When Hawaii legislators decided to tighten the laws against patronizing prostitutes, Honolulu police objected: the legislators wanted to make the ban on ...well... “paid penetration” apply even to undercover cops. Police said that while they didn’t abuse their authority, undercover officers’ conduct should be limited by confidential rules: “If prostitution suspects, pimps and other people are privy to that information, they’re going to know exactly how far the undercover officer can and cannot go.” After a private meeting, state Sen. Clayton Hee said penetration would be banned even for police, but officers would still be allowed to have “sexual contact” with prostitution suspects. (AC/Honolulu Star-Advertiser, KHON Honolulu) ...So Hawaii cops can legally get paid for having sexual contact with civilians they suspect of illegally getting paid for having sexual contact.
