Graded on a Curve

The State of New Jersey applied for an educational grant from the federal government’s “Race to the Top” program. The application asked for budget information comparing the year 2008 to the year 2009, but state officials instead compared the 2010 budget with the expected 2011 budget. That led to the state’s application getting 4.8 fewer points. When the final rankings came out, the state missed the funding cutoff by 3 points, so it missed out on the $400 million grant it expected.
