A Government grant fund established to reimburse homeowners in Washington, D.C., who installed solar energy systems in their homes has been raided to cover the District’s budget deficit. Those residents now must shoulder the entire expense of their already-installed equipment, for which they were promised about a one-third reimbursement. Around $700,000, collected via a special tax on utility bills, has been looted from the program.
