Unproductive Protest

Normand Czepial of Ripon, Que., Canada, was fed up with his rising property tax bill. As a protest, he dragged 213,625 pennies to city hall to pay his bill. But Mayor Luc Desjardins was one step ahead of Czepial: he referred to federal law, which allows anyone to reject payments consisting of more than 25 pennies. Czepial was advised to take his pennies home — and send a check for his tax payment. (RC/Toronto Sun) ...Sometimes city hall fights back.
