Lockup Turn-On
The parking garage across from the Metropolitan Correctional Center in Chicago, Ill., is privately owned, and the federal Bureau of Prisons, which runs the jail, says it “has no authority to remove people from the property.” That includes the women who “perform” on the garage roof for the benefit of the inmates, often without the benefit of clothing. The shows, one source told the Chicago Sun-Times, are a means for detainees to impress one another. But while the performances have been going on for years, in the week before the Sun-Times published a story on them, a security guard appeared on the roof.
