They’ve “trained and equipped to ‘deal with active shooters, armed barricaded subjects, hostage takers and terrorists,’ and they dress in military-style gear,” says the Massachusetts ACLU. But when the civil liberties group requested information under the state’s open-records law, some of the police groups said the law didn’t apply to them: they’re not government agencies, they told the ACLU.
