A citizen who said he’d seen a little girl in timeout — she’d been disrupting hehr class by screaming — told the police about it. The timeout, the citizen said, wasn’t just out of the class: it was out of the KinderCare building in Eagan, Minn., where, according to authorities, it was 3 degrees (–16C) outside. The girl is 4 and, the citizen said, was not wearing a coat. The police and the State Department of Human Services are investigating.
