“Apparently, the individual was trying to jog with the animal on a leash and the animal was either unwilling or unable to keep up,” said Sgt. Fred Palmer of the Lafayette, Colo., police. That’s his explanation of how Seth Franco’s cat ended up tied to a rock in a park, being attacked by birds, until Franco finished his run. Franco received a citation accusing him of “domestic animal cruel treatment” — but the cat was unhurt, Palmer said, and was therefore returned to him.
