Define “Cargo”

Jonathan McCullough was pulled over in Winnipeg, Man., Canada. “When I rolled down my window he asked me why did I have so much snow on my roof, and I didn’t know what to say,” McCullough said. “I was completely dumbfounded by his question.” The officer gave him a citation for C$237.50 (US$181). The charge: operating a vehicle with an unsecured load. Winnipeg police Const. Rob Carver says the Manitoba Highway Traffic Act is clear: cargo being transported by a vehicle must be “contained, covered, immobilized or secured” so it can’t come off the vehicle. McCullough says he intends to fight the ticket. (RC/CBC) ...In other news, police in Winnipeg now guarantee their cruisers will always be free of snow buildup.
