Richard Powell, 57, was in court in Miami Beach, Fla., to answer to charges of violating a court order banning him from an area of town — he was found in the middle of a city street yelling; he had a beer in his hand, and “marijuana stuffed in his shoes,” the police report noted. Powell accepted a plea deal rather than go to trial, and was sentenced to 90 days in jail. “You’re on the radar my friend,” said Miami-Dade Circuit Court Judge Andrea Ricker Wolfson. “Essentially, the officers, the residents who live in that area know who you are, and they will call the police if they see you. And you’ll be right back here where you are right now.” The arrest was Powell’s 344th.
