“I’m not using dogs as a way to get rid of people I don’t like downtown,” claims Chris Pryor, a city councilor in Eugene, Ore. But the council is ordering people who don’t live or work in the city’s core to keep their dogs out of the area. Police dogs and trained service animals are exempt, along with dogs in cars. “It does exclude homeless people because they have nowhere to leave their dog,” said Councilor Emily Semple, who voted against the ban. “They can’t abandon it; it’s companionship, protection, and warmth.” (AC/Eugene Register-Guard) ...And they’re clearly not getting protection and warmth from the city council.Original Publication Date: 12 March 2017
