“How come it took so long to run this down?” demanded federal court Judge Timothy S. Hillman of Assistant U.S. Attorney Robert E. Richardson. Six years ago, David Fors, now 58, a U.S. Postal Service employee in Worcester, Mass., was caught stealing packages of stamps sent to the post office where he worked; he sold them online at a discount. In all, Postal Inspectors estimate Fors stole nearly $100,000 in stamps, and he pleaded guilty in exchange for $82,445 in restitution, two years of probation, “a period” of “home confinement,” and unspecified fines. Judge Hillman accepted the guilty plea, but refuses to be bound by the plea bargain, saying Fors is subject to serve up to 100 years in prison, plus as much as $2 million in fines.
