A 16-year-old identified as “T.D.” committed four burglaries, Biscayne Park, Fla., police said, and with his arrest under their belt, they told the village council in 2013 that they had solved every one of the community’s burglaries. That was back when Raimundo Atesiano was police chief; he resigned the following year after he borrowed a subordinate’s money and promised him overtime as partial repayment. Now prosecutors say Atesiano knew “that there was no evidence and no lawful basis to support” the case against T.D. Two cops have been charged with framing and arresting the young man in four cases that were actually unsolved, and the ex-chief is accused of encouraging them — a violation, prosecutors say, of the teenager’s civil rights.
