Jason R. Waugaman, 35, was convicted of disorderly conduct over a finger. He’d “given” it to his ex-wife while returning his children to her in Hampton Township, Pa. This “mortified” the children, aged 6 and 7, the ex said. But it wasn’t obscene, an appeals court ruled, and his conviction could not stand.
