Holland, Vt., is “a small town,” said town clerk Diane Judd. “We have about 600 residents — mostly rural, lots of farmland.” But even though booze had been smuggled across the town’s Canadian border during Prohibition, Holland also had, until this month, a local law against selling alcohol. “It’s not that we didn’t drink, you just couldn’t buy it here,” said Judd. But despite the ban’s repeal in a town meeting, you still can’t buy alcohol in Holland. “We don’t have any stores, we don’t have any restaurants, we don’t have anything,” Judd explained.
