After KTVI reported that Kinloch, Mo., police cars were neither insured nor registered to the department, the municipality held a public meeting. Well, almost public. “You won’t be coming in, sir,” a police captain told a KTVI reporter. There is a sign forbidding the use of recording equipment without written permission, but Missouri law clearly permits videotaping public meetings, and KTVI has brought cameras into previous meetings. “Either you come into the meeting without your camera or you don’t come in,” said the captain. “It’s a public meeting,” said the reporter. “I’m not going to tell you again.” “Can you show me the statute?” “I’m not going to tell you again.” The police eventually handcuffed the reporter and shackled him to a bench, before releasing him with a summons.
