“The dispenser alone is illegal,” said Michael Loguercio, Jr., a town councilman in Brookhaven, N.Y. “Like any other structure, if someone were to construct anything on the right of way they’d have to get permits, they’d have to get a site plan.” But he’s especially concerned with a certain dispenser residents noticed behind a bus stop near the Coram Commons mall because, for eight quarters, it will sell you a crack pipe. That is, it would have: police said it had been removed. Loguercio said an investigation into where the dispenser came from was not over.
