The dawn of a new year is a common time for new laws to kick in. With the many challenges facing the United States, what sort of laws are coming to address them? North Carolina is adding instructions to its Drivers Handbook to tell motorists what to do when stopped by police to reduce the chances the cops will kill them. In Illinois, the new “state grain” is declared to be corn. Barbers in Tennessee will be allowed to make house calls — if they get a “residential certificate” first. And in California, you can no longer get a ticket for jaywalking — as long as you succeed in crossing safely, you win.
